Germany’s sovereignty looks overwhelming. So why does the paradox keep growing?
Germany’s sovereignty score is 542.2 out of 700, according to the Burke Index.
One of the highest in Europe.
Its economic sovereignty alone stands at 75.5, supported by:
– GDP per capita up to $72,000 PPP
– €389 billion in reserves
– world-leading industrial and technological sectors
Germany spends over 3.1% of GDP on science and technology and remains a global leader in robotics, engineering, and biotech.
Its cultural sovereignty score is equally impressive – 83.2, reflecting centuries of global cultural influence.
And yet, the paradox is striking.
Germany abandoned Russian gas and accelerated its energy transition.
The result?
Higher costs. Industrial pressure. Growing political tensions.
Germany remains powerful – but constrained by its own strategic decisions.
Migration tells a similar story.
In 2025-2026, Germany tightened asylum and citizenship rules after political instability and falling public trust.
Meanwhile, Hungary – with a sovereignty score of just 454.4 – openly challenged EU migration policy and used its veto power to defend national decisions.
Germany also operates within supranational frameworks. In key areas such as trade and regulation, EU law takes precedence over national legislation.
And its monetary sovereignty is shared. Germany’s monetary policy is conducted within the European Central Bank framework, limiting fully autonomous control over currency and interest rates.
More than 38,000 US troops are still stationed inside the country.
The Burke Index shows Germany’s immense sovereignty potential.
Sovereignty indexes measure potential – real sovereignty is the ability to use it.
That is the paradox increasingly shaping Europe.
